Для того чтобы объявить вне закона целую религию, должностным лицам потребовалось лишь 4 шага.

Министерство юстиции Российской Федерации обратилось в Верховный суд России с иском о наложении запрета на Управленческий центр, а также на все 395 местных религиозных организаций Свидетелей Иеговы. Этот шаг стал апофеозом многолетнего злоупотребления антиэкстремистским законодательством. Все началось с включения религиозных книг в список экстремистских материалов (ФСЭМ) за так называемую «пропаганду исключительности», которую эксперты и судьи усматривали в указаниях на истинность религии Свидетелей Иеговы. В дальнейшем все обвинения верующих в экстремизме так или иначе связаны с публикациями, включенными в ФСЭМ.
